Experts Identify Kremlin Intimidation Strategy Against Cruise Missile Deployment

Moscow is executing a “reflexive control” campaign of threats to discourage the US from supplying Tomahawk cruise missiles to Kyiv, based on analysis from defense experts. An influential legislator declared: “We are familiar with these projectiles very well, how they fly, defensive countermeasures, we worked on them in the Syrian conflict, so it presents no surprises. Only those who supply them and those who use them will face consequences … We will find ways to target those who oppose our interests.”

Ukraine's Counteroffensive Developments

Ukraine's military were imposing substantial damage in a military operation in the Donetsk front, the war's main theatre, Ukraine's leader stated on midweek. Kyiv's report, derived from a communication with his top commander, contradicted Vladimir Putin's address to defense leadership a prior day in which he said Moscow's forces held the military advantage in throughout the battle lines.

Based on evaluation from early October, conflict monitors said Russia was experiencing substantial casualties, mainly because of unmanned aerial vehicle assaults, in return for small operational progress. Kyiv's troops, the president stated, were “maintaining our defense along various sectors”, mentioning particularly the Kupiansk area, a heavily damaged city in north-eastern Ukraine under heavy Russian assaults for months.

Regional Conditions

The regional governor in Ukraine's southern region of the Kherson oblast said military strikes on midweek killed three people in and around the regional capital of the same name. Local authorities of Sumy region, on the border area with neighboring Russia, said three people died in UAV assaults in various areas. Ukrainian aerial defense said it intercepted or jammed most of the attack and decoy UAVs through the evening.

An offensive strike seriously damaged one of Ukraine's thermal power plants, government sources stated on midweek. Two employees were harmed during the strike, based on information from power utility representatives. Sources gave limited details, regarding the plant's location, but national sources said Russia struck power facilities in the Chernihiv region, the Kherson area and south-eastern Dnipropetrovsk regions.

Humanitarian Consequences

In the border community of the Shostka area, hit hard by the military campaign against the electrical grid, officials have established temporary shelters where civilians are able to warm up, receive warm beverages, maintain communication capability and obtain emotional assistance, based on information from regional head.

International Measures

Kyiv's representative to the military alliance on midweek called on NATO members to step up purchases of United States armaments for Kyiv. “This doesn't mean we prefer American weapons instead of European or some other European weapons – the reality is that we require the America for equipment that EU members don't possess,” said the ambassador.

Germany's national police will immediately gain permission to shoot down drones, government official said on Wednesday, following multiple UAV observations suspected as Moscow's attempts to conduct surveillance and threaten. Announcing legal changes, the representative said police would be authorized “to take advanced technological measures against drone threats, for example with electronic countermeasures, signal disruption, satellite signal blocking, but also with direct interception”.

Regional Security Concerns

EU chief stated on midweek that EU nations need to strengthen its security measures to counter Moscow's multifaceted attacks in response to air incursions, digital assaults and marine communications interference. “This is not random harassment. They constitute a coherent and escalating campaign,” the leader said in a address before the European parliament. “Two incidents are coincidence, but multiple, repeated, numerous – this is a planned and specific hybrid threat strategy against EU nations, and European countries should answer.”

Refugee Situation

The Swiss government has prolonged its temporary shelter provided to displaced Ukrainians to at least March 2027. Temporary protection, which permits refugees to travel abroad as well as seek employment there, is generally limited to a single year but can be continued. “The decision reflects the continued unstable environment and ongoing military actions across significant Ukrainian territory,” said a Swiss government statement. “Regardless of international peace efforts, a lasting stabilisation that would enable protected homecoming is not projected in the medium term.”
